Is downloading from ARD allowed?

That depends on the material and on where you are, and it is your call to make. Downloading your own uploads, or material published under a licence that permits it, is normally fine. What file do I get from a ARD link?

An MP4 with H.264 video and AAC audio at the best rendition ARD publishes, commonly 1080p on recent programmes. German subtitles are muxed in where the broadcaster provides them, and audio description tracks where they exist.

What happens when ARD changes something?

Geo-restricted programming fails from outside Germany with that reason. ARD's Mediathek API changes periodically across its regional members and the extractor tracks it. Depublished programmes cannot be retrieved.
